Summary: This research aims at analyzing the origin, the development and the configuration of the neighborhood "Morada da Barra" located in Vila Velha city, ES. Considering several aspects that influence the formation of a neighborhood and the residents relation with the place they live in, we have identified three stages on its formation process: creation of allotment, occupation and institutionalization of the neighborhood. The methodology involved field research, interviews, document and bibliographical analysis. it was attempeted to establish a links between oral report and documented facts during every stage. At the end of this research, it was possible to establish a historical record of this place formation; it was addressed some aspects of its social, political, geographic and economic context. It was possible to explain different processes that triggered the formation of the area, some of the agents responsible for them and recognize the neighborhood and the Cluster of "Grande Terra Vermelha", a place that still houses the lowest income population of the city as well as it draws attention of investors and government.
